The speed limit on interstate highways outside urbanized areas of fifty thousand or more people is sixty-five miles per hour, which the director may lower or raise to seventy-five, and on interstates in counties of three million or more people the limit must be at least sixty-five unless an engineering study, public input, and no loss of capacity justify lowering it, with violations treated as civil traffic offenses.
