Yes. Under A.R.S. § 13-3102(A)(2), carrying a deadly weapon other than a pocket knife concealed on one's person or within one's immediate control in or on a means of transportation is misconduct involving weapons only if the person is under twenty-one years of age — so a person twenty-one or older may carry a concealed firearm without a permit.  For a person under twenty-one, violating that provision is a class 3 misdemeanor.  Separately, carrying a concealed deadly weapon remains criminal at any age when done in furtherance of a serious offense, a violent crime, or any felony offense.

A permit still matters in the situations addressed by A.R.S. § 13-3112:

- A permit holder must carry the permit at all times when in actual possession of the concealed weapon and required by section 4-229 or 4-244 to carry it, and must present the permit for inspection to any law enforcement officer on request.  A permittee who is required by section 4-229 or 4-244 to carry a permit and fails to present it on an officer's request commits a violation subject to a civil penalty of not more than $300, and the department of public safety must be notified and must immediately suspend the permit. 
- Arizona recognizes a concealed weapon, firearm or handgun permit issued by another state if the permit is recognized as valid in the issuing state and the holder is legally present in this state and not legally prohibited from possessing a firearm in this state.  However, a person holding another state's concealed weapons permit may not carry a concealed weapon in Arizona if the person is under twenty-one years of age or is under indictment for, or has been convicted of, a felony offense in any jurisdiction, unless the conviction has been expunged, set aside or vacated or the person's rights have been restored and the person is not currently a prohibited possessor under state or federal law.
